The Clear Lake/Clearwater Sewer Authority applied for a reissued water quality permit for its wastewater treatment facility, which discharges to Mississippi River. The facility is designed to treat 484,000 gallons per day.
The draft wastewater permit updates the average dry weather design flow to 162,000 gallons per day to more accurately conduct the toxics review on the discharge from the facility.
The draft wastewater permit includes quarterly monitoring for sulfate to determine if the facility has reasonable potential to impact downstream waters used for the production of wild rice.
The draft wastewater permit includes a requirement to complete and submit a nitrate management plan to gain a better understanding of the current nitrogen concentrations and loadings received by and discharged from the facility.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
