St. Louis County (Bridge 127 replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the St. Louis County Bridge 127 replacement project.
St. Louis County proposes to replace the existing 122-inch-by-77-inch culvert that conveys Rocky Run Creek under Maple Grove Road with a new 16-foot-by-8-foot box culvert embedded 2 feet into the stream bed.
The replacement will impact 96 linear feet of Rocky Run Creek and 0.25 acres of permanent wetlands. St. Louis County will mitigate the impacts at a 1:1 ratio.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
