Anoka Conservation District (Rum River bank stabilization, 221st Ave) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the 221st Avenue Rum River bank stabilization in Anoka County. USACE project # 2024-00361-RLG.
Anoka Conservation District proposes to restore 735 linear feet of the Rum River at 221st Avenue NW in Oak Grove. The entire stretch will be rip-rapped to form toe rock, the upstream 405 feet will have tied concrete matting installed to stabilize the slope, the middle 115 feet will not have any upland stabilization, and the downstream 215 feet will be graded to pull back the angle of the slope. The project is located on an outside bend of the river that has been sloughing, causing the homeowners to request assistance from the conservation district.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
