City of East Gull Lake - Wastewater Permit
We invite you to comment on the draft wastewater permit for the City of East Gull Lake.
The City of East Gull Lake applied for a reissued water quality permit for itswastewater treatment facilities. The existing facility consists of two separate sites: the stabilization ponds at the North Plant - Gull Point facility and the mechanical operations at the South Plant - Pine Beach facility.
The North Plant – Gull Point facility is designed to treat 33,400 gallons per day. The South Plant – Pine Beach facility is designed to treat 363,000 gallons per day and discharges to Gull River. The City has proposed to decommission the North Plant – Gull Point facility and redirect all flows to the South Plant – Pine Beach facility. The new combined facility will be designed to treat 396,000 gallons per day.
The draft permit requires the City to submit a decommissioning plan and follow a construction schedule.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
