New Ulm Public Utilities - Air Permit
We invite you to comment on the draft air quality permit for New Ulm Public Utilities - Municipal Power.
New Ulm Public Utilities – Municipal Power is a municipal utility that provides electricity and steam to the city of New Ulm using three boilers. Two of the boilers are natural gas-fired only while the other is natural gas-fired with the ability to burn coal only after a physical modification. The utility also uses two simple-cycle distillate oil-fired combustion turbine generators.
The draft permit reissues the facility’s air quality permit and does not authorize any construction or new emissions. The draft air permit limits sulfur dioxide, nitrogen oxides, and particulate matter emissions and requires testing, monitoring, and recordkeeping for sulfur dioxide, nitrogen oxides, and particulate matter.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
