Middle Snake Tamarac Rivers Watershed District (Swift Coulee flood reduction)- 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Swift Coulee flood reduction project in Marshall County.
The Middle Snake Tamarac Rivers Watershed District proposes to restore 12.7 channel miles of Swift Coulee in Marshall County through re-meandering the stream and through the construction of a two-stage floodplain.
The project will add hydraulic capacity to reduce flood impacts on the surrounding land with set-back levees and side channels as well as riparian easements. The watershed district has minimized permanent wetland impacts to 2.15 acres and will purchase 2.69 acres of wetland credits to meet full mitigation requirements (1.61 acres at 1:1 mitigation ratio plus 0.54 acres at 2:1 mitigation ratio).
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
