We invite you to comment on the draft 401 Water Quality Certification for Sawmill Creek culvert maintenance at Wolf Ridge Environmental Learning Center in Lake County.
Wolf Ridge Environmental Learning Center in Lake County proposes to remove a large rock pile from Sawmill Creek that bars aquatic organism passage.
A storm in June 2024 deposited the rock pile downstream of the culvert conveying Sawmill Creek under Cranberry Road. The project aims to restore Sawmill Creek’s natural channel to the original design specifications associated with the culvert, which was installed in 2013. The project does not include any work to the culvert itself.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
