We invite you to comment on the draft air quality permit for REG Albert Lea.
REG Albert Lea operates a biodiesel manufacturing plant located near Albert Lea. The facility produces biodiesel from soybean oil, methanol, and lower quality feedstocks such as used cooking oil, inedible corn oil, and lower-quality animal fats.
The draft air permit authorizes an increase in the maximum biodiesel production rate from 44 million gallons per year to 50 million gallons per year, as well as a 300-pound-per-year increase in the facility-wide methanol limit. The permit authorizes the installation of economizers on the hot oil heaters, which will increase heater efficiency by decreasing fuel usage.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
