Minnesota's 2025 Progress Report for Regional Haze: Second implementation period (2018-2028)

Minnesota is home to the Boundary Waters Canoe Area Wilderness and Voyageurs National Park, two areas that the Clean Air Act's regional haze rule aims to restore to natural visibility conditions by 2064.


Minnesota has made progress toward achieving 2028 visibility goals for those areas, as set in the 2022 Minnesota regional haze state implementation plan. Minnesota has already reached the 2028 sulfur dioxide emissions reductions projection, appears to be on-track for the 2028 nitrogen oxides emission reduction projection, and appears to be generating additional ammonia at a rate that may reach the level projected for 2028.


The MPCA has determined that the current state implementation plan is adequate and requires no further substantial revision to achieve the 2028 visibility goals.
