MN DNR Lanesboro Area Fisheries Office (2025 projects) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the DNR Lanesboro Area Fisheries Office's 2025 projects in Fillmore, Houston, Wabasha, and Winona counties.
The Minnesota DNR Lanesboro Area Fisheries Office proposes to enact its 2025 in-stream work plan. Activities range from repair of existing bank stabilization projects to installation of root wads and riffles for trout habitat enhancement and erosion management.
DNR proposes the following projects and associated impacts:
1. Winnebago Creek Meire (Houston County): 240 linear feet, 165 cubic yards fill – repair of a 2008 project.
2. Winnebago Creek Moore and Loeffelholz (Houston County): 800 linear feet, 811 cubic yards fill – bank stabilization for habitat.
3. Camp Hazard Creek Fish Hatchery (Fillmore County): 250 linear feet, 162 cubic yards fill – bank stabilization for habitat.
4. Gribben Creek (Fillmore County): 380 linear feet, 184 cubic yards fill – repair of 1983 project.
5. Wisel Creek (Fillmore County): 620 linear feet – maintenance of existing habitat practices.
6. Pickwick/Big Trout Creek (Winona County): 255 linear feet, 123 cubic yards fill – repair of 1999 project.
7. East Indian Creek (Wabasha County): 820 linear feet, 581 cubic yards fill – project repair.
8. Duschee Creek (Fillmore County): 1,400 linear feet, 461 cubic yards fill – repair of 1998 project.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
