City of Chatfield (Groen Park pedestrian bridge) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Groen Park pedestrian bridge project in Fillmore County.
The City of Chatfield proposes to install a new 70-foot-long single-span prefabricated steel bridge across Mill Creek for pedestrian traffic to facilitate expansion of Groen Park west of Mill Creek.
The project will permanently discharge 215 cubic yards of natural rock riprap into the stream, excavate 95 cubic yards from the stream’s channel for riprap placement, and impact 31 linear feet of stream.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
