City of Hibbing (Zim Road bridge replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Bridge 92697 replacement in St. Louis County.
The City of Hibbing proposes to replace the structurally deficient steel beam span bridge carrying Zim Road over Little Swan Creek with two new 44-foot-long, 14-foot-wide, and 10-foot-high concrete box culverts embedded two feet into the streambed.
The project will permanently discharge fill material into 0.02 acres of wetlands, temporarily impact 0.022 acres of wetlands due to vegetation removal, permanently fill 6.22 square feet of an unnamed ephemeral drainage, temporarily impact 86 square feet of an unnamed ephemeral drainage, and impact 126 linear feet of Little Swan Creek. The City of Hibbing will mitigate the wetland impacts with the purchase of wetland credits through the Minnesota Board of Water and Soil Resources’ Local Government Road Wetland Replacement Program.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
