Met Council Wastewater Treatment Facility (Seneca) - Wastewater Permit
We invite you to comment on the draft wastewater permit for the Metropolitan Council Environmental Services Seneca wastewater treatment facility.
Metropolitan Council Environmental Services applied for modification of a water quality permit for its Seneca Wastewater Treatment Facility in Eagan, which discharges to the Minnesota River. The facility is designed to treat 38 million gallons per day.
The modified draft wastewater permit includes a new industrial stormwater monitoring station to account for a previously unknown stormwater discharge. During the repair of a clean water leak earlier this year, an additional stormwater pipe was discovered. For the new monitoring station, the draft permit requires annual monitoring with an annual report submittal, similar to the requirements for the existing industrial stormwater monitoring station in the modified permit.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
