Waste Management (Spruce Ridge landfill) - Air Permit
We invite you to comment on the draft air quality permit for Spruce Ridge Resources Management.
Waste Management operates the Spruce Ridge landfill in Glencoe. The facility has lined demolition and construction debris and industrial waste disposal areas as well as storage areas for tires, concrete, asphalt, wood material, appliances, and scrap metal.
The draft air permit authorizes vertical expansion to increase the capacity of the landfill from 10.9 million cubic yards to 12 million cubic yards. The increase triggers federal requirements that have been added to the draft permit. The expansion will potentially result in increased emissions of volatile organic compounds and greenhouse gases.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
