City of Plymouth (County Road 73 realignment) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the County Road 73 re-alignment in Hennepin County.
The city of Plymouth proposes to realign County Road 73, installing a roundabout, cutting off frontage road access to the transit park and ride, adding a trail underneath Highway 55, and realigning the intersection of County Road 73 and Highway 55 to improve safety. North of Highway 55, South Shore Road will have a roundabout and reconfigured local business access to facilitate smoother traffic flows.
The realignment will permanently impact 1.46 acres of wetlands and temporarily impact 0.17 acres of wetlands. The city will mitigate all permanent wetlands impacts at a 1:1 replacement ratio except for wetlands 15, 16, and 20 which the city will mitigate at a 2:1 replacement ratio.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
