North Star RNG - Air Permit
We invite you to comment on the draft air quality permit for North Star RNG in Long Prairie.
North Star RNG proposes to install a new renewable natural gas facility in Long Prairie.
The draft air quality permit authorizes construction and operation of the facility where North Star RNG will recover methane from biogas generated by an anaerobic digester, process it to meet pipeline natural gas specifications, and inject it directly into the natural gas pipeline. The facility will make use of a boiler and an emergency generator. A thermal oxidizer will control exhaust gases from the biogas processing. The draft permit does not include limits for any pollutant emissions.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
