Manufacturing Facility Part 70 General Permit
We invite you to comment on the draft air quality permit for Manufacturing Facility Part 70 General Permit.
The Part 70 manufacturing general permit allows businesses that use boiler-related processes, cleaning equipment, and various manufacturing processes like welding and painting to operate as long as they meet all conditions of the permit. If a facility has process operations or emission units that are not listed in this permit, it does not qualify for the general permit. The general permit requires eligible facilities to limit emissions using control equipment such as fabric filters, wall or panel filters, and/or catalytic and thermal oxidizers.
The draft air permit limits emissions and requires monitoring and recordkeeping for volatile organic compounds, nitrogen oxides, carbon monoxide, and particulate matter.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
