City of Duluth (coastal infrastructure dredging) - Wastewater Permit

We invite you to comment on the draft wastewater permit for the Duluth Coastal Infrastructure Dredging Project.


The City of Duluth has undertaken a major infrastructure upgrade project along Harbor Drive to transform the area into a place for cruise ships visiting the area to dock and allow passengers a secure location to pass through United States Customs and visit the surrounding area. The project requires dredging the area along the Duluth Entertainment Convention Center’s dock wall to a depth of 24 feet so the cruise ships can dock there.


This dredging activity will generate a maximum of 15,662 cubic yards of dredged material requiring dewatering, staging, and temporary storage prior to beneficial reuse. Dredged material will be transported via barge to the city's Lot D property, where the material will be temporarily stockpiled within a containment area to prevent sediment leaving the site. A vegetation buffer will be maintained between the temporary storage location and the ordinary high-water level of the Duluth Harbor. Additionally, the temporary storage will be at least 50 feet from the property boundary. After the material is temporarily staged and dewatered, it will be spread across the site to raise the elevation approximately 1-2 feet in preparation for future site development. Topsoil will be placed over the graded dredged material and the area will be stabilized with permanent vegetation until future development can occur.


This permit does not authorize or otherwise regulate dredging activity.


Wastewater from industrial and commercial sources may contain pollutants at levels that could adversely affect the water quality in area wetlands, streams, rivers, and lakes. Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. All wastewater must be treated before it goes into surface water to protect human health and aquatic life. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits.
