AGP/Northland Slip Decision Summary Amendment - Remediation

We invite you to comment on the amended decision summary for the AGP/Northland Slip in the St. Louis River Area of Concern in Duluth.


The AGP/Northland Slip is an 8.4-acre active shipping slip on the eastern side of Rice’s Point in the Duluth Harbor Basin, within the boundaries of the St. Louis River Area of Concern. Due to historic releases of heavy metals and polycyclic aromatic hydrocarbons, the MPCA identified the AGP/Northland Slip as an area requiring remedial action to address contamination.


Current slip tenants include the Duluth Seaway Port Authority on the south side and Northland Constructors on the north side.


After the port authority’s purchase of the pier along the slip, the MPCA re-evaluated its recommendation for remedial action to incorporate the port authority’s plans for the pier. Instead of capping the slip, the MPCA recommends implementation of institutional controls and a long-term monitoring plan to manage contaminated sediments in the slip.
