Eagle Bluff Environmental Learning Center (Root River bank stabilization) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Eagle Bluff Root River bank stabilization in Fillmore County.
The Eagle Bluff Environmental Learning Center seeks to complete stream bank stabilization, floodplain reconnection, and in-stream habitat enhancement work in the Root River near its campus near Lanesboro.
Project work will include the installation of toewood along the existing bank, bank shaping and boulder toe installation, removal of deadfalls from the river, installation of in-stream toewood and rock riffles for aquatic habitat and fish cover, construction and enhancement of two rock riffles, and lowering of point bars to facilitate floodplain connection.
The proposed project will permanently impact 2,287 linear feet of the Root River, including 0.41 acres of permanent fill and 0.26 acres of permanent cut.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
