South St. Louis County Witte Road Unnamed Creek to Railroad Creek Culvert Replacement Project
We invite you to comment on the draft 401 Water Quality Certification for South St. Louis Soil and Water Conservation District Unnamed Creek to Railroad Creek Culvert Replacement, Witte Road Project, St. Louis County, MN.
St. Louis Soil and Water Conservation District (SWCD) proposes a culvert replacement project under Witte Road. The existing steel metal corrugated culvert, which is18-inches in diameter and 26-feet long will be replaced with a 49-inch by 33-inch aluminum pipe arch culvert, 28-feet long. The proposed project will excavate 50 cubic yards (0.02-acres) and fill 50-cubic yards (0.02-acres) of substrate to install the new culvert. No wetlands will be permanently impacted, and mitigation is not required. However, there is temporary wetland impacts for a total period of approximately three days. The replaced culvert will improve fish and aquatic organism passage, accommodate larger storm events/continued flows, improve stream connectivity, and maintain or increase stream function. The project will preserve the current wetland use of aquatic and wildlife habitat.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
