Dodge County (280th Avenue culvert replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Bridge L6250 replacement project (SAP 020-599-121) in Dodge County.
The Dodge County Highway Department proposes to replace the structurally deficient steel pipe arch culvert conveying Tompkins Creek under 280th Avenue near Byron with a new cast-in-place concrete box culvert. The project includes raising the existing road grade of 280th Avenue and grading slopes within the project area to meet current minimum roadway design standards to improve the safety of the roadway’s approach to the new culvert. The proposed project will permanently fill 0.23 acres of wetlands, impact 185 linear feet of Tompkins Creek, and impact 197 linear feet of two unnamed intermittent tributaries to Tompkins Creek. The Dodge County Highway Department will mitigate the wetland impacts with the purchase of wetland credits through the Minnesota Board of Water and Soil Resources’ Local Government Road Wetland Replacement Program.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
