St. Louis County (App Road culvert replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the App Road culvert replacement project in St. Louis County.
St. Louis County proposes to replace an existing 30-inch-diameter culvert under App Road with an 83-inch-diameter culvert embedded 1.15 feet into the substrate of Captain Jacobson Creek. The county will also install a 24-inch-diameter floodplain culvert on either side of the main channel to alleviate flooding of the road during high water events.
No mitigation is required for this project.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
