We invite you to comment on the draft air quality permit for 3M's administrative offices in Maplewood.
3M Company operates a research and development complex in Maplewood, where it plans to install a new emergency generator and replace an existing emergency generator, both diesel-fueled. The portions of the facility covered by this permit include the boilers, generators, tanks, and cooling towers; this permit does not cover the facility's research and development activities.
The draft permit reissues the facility’s air quality permit andincorporates the new generators and new emissions from the generators. The draft air permit includes limits, monitoring, and recordkeeping forparticulate matter, nitrogen oxides, and sulfur dioxide emissions. The permit institutes a new requirement for 3M to conduct ambient air monitoring to show compliance with coarse particulate matter standards.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
