Xcel Energy (Riverside Generating Plant) - Air Permit
We invite you to comment on the draft air quality permit for Xcel Energy's Riverside Generating Plant in Minneapolis.
Xcel Energy operates the Riverside Generating Plant in northeast Minneapolis using two natural gas-fired combustion turbines to generate electricity and an auxiliary boiler.
The draft permit reissues the facility’s air quality permit. The permit authorizes upgrades to the combustion turbines, increasing efficiency, power generation capacity, and emissions. The draft permit adds limits for carbon monoxide emissions from the combustion turbines and requires continued monitoring and recordkeeping for emissions of nitrogen oxides, carbon monoxide, and volatile organic compounds.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
