Fillmore County (County Road 11 bridge replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Bridge 7973 replacement (SAP 023-611-013) in Fillmore County.
The Fillmore County Highway Department proposes to replace the deteriorated steel-beam span bridge carrying County Road 11 over Watson Creek with a new prestressed concrete beam span bridge. In total, the proposed project will impact 65 linear feet of Watson Creek, including 240 cubic yards of excavation to remove the existing abutments that infringe on Watson Creek’s channel. The new abutments will be installed at a higher elevation to provide normal channel slopes along with 220 cubic yards of riprap fill for protection.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
