City of Saint Paul - NPDES and SDS Permit
The City of Saint Paul has applied for a water quality permit to discharge stormwater from its municipal separate storm sewer system. The draft stormwater permit requires the City to conduct public education and outreach, detect and eliminate illicit discharges, oversee construction and post-construction activities, manage municipal-owned facilities and stormwater treatment practices, train staff, monitor and sample stormwater, keep records, and annually report on those activities. The draft stormwater permit also requires the City to make progress toward restoring impaired waters.
The MPCA regulates stormwater from municipalities, construction sites, and businesses that store material outside to limit stormwater runoff and reduce pollution from stormwater. Polluted stormwater from urban hardscapes has a significant impact on water quality in Minnesota. Rain and snow melt can carry many types of pollutants into storm drains and surface waters.
