1891 RNG (Pennock) - Capped Air Permit
We invite you to comment on 1891 RNG's eligibility for a capped air permit for its biomethane recovery project in Pennock.
A capped air permit would require 1891 RNG to protect ambient air quality and ensure the facility emissions do not exceed 90% of federal thresholds for all pollutants. 1891 RNG must record monthly actual air emissions as well as submit an emissions inventory along with an updated equipment list each year.

Applying for option 2 capped permit
An air quality permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. This facility is applying for a capped emission permit. The Minnesota Pollution Control Agency (MPCA) is required to post applications for capped emission permits, so the public has 30 days to review and comment on the eligibility of the facility for the capped air permit. Capped permit holders may be subject to any of the 14 federal new source performance standards listed in Minn. R. 7007.1140 and must conduct an ambient air quality assessment.
