St. Louis County (McQuade Road culvert replacement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the McQuade Road/County State Aid Highway 40 Culvert Replacement Project in St. Louis County.
The St. Louis County Public Works Department proposes to replace an aging culvert where McQuade Road crosses an unnamed tributary to the Big Sucker River approximately 2,000 feet north of East Pioneer Road. The existing crossing consists of two 48-inch corrugated metal pipe culverts that are approximately 40 feet long. St. Louis County proposes to replace the existing culverts with a single reinforced concrete box culvert measuring 9 feet wide, 5 feet high, and 38 feet long. The proposed culvert will have a barrel length of 38 feet and an overall length of 58 feet including the aprons. In addition, the project will add 247.1 square feet of riprap below the ordinary high-water level. The project, which will impact 136 square feet of the tributary, is expected to improve water quality after project completion and will not require mitigation.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
