Saint Louis County Regional Landfill - Solid Waste Permit
We invite you to comment on the draft solid waste permit for Saint Louis County Regional Landfill in St. Louis County.
St. Louis County operates a solid waste facility near Virginia where it landfills mixed municipal solid waste and stores items prior to recycling or beneficial use.
The county has applied for a major modification to its solid waste facility permit to incorporate a leachate treatment system that will use reverse osmosis to address the ongoing concern with per- and polyfluoroalkyl substances (PFAS) in the landfill’s leachate. The concentrate from the reverse osmosis system will be recirculated to the working face of the landfill, and the treated leachate will be land applied to land around the facility, including 43 acres to the north of the facility that the county acquired from the Quad Cities Biosolids Disposal Site Authority.
The draft solid waste permit also authorizes a geothermal energy recovery system located within the landfill’s drainage layer which will provide heat to the leachate treatment building and process.
All active landfills, transfer stations, composting, and recycling facilities in Minnesota are required to have a solid waste permit. A solid waste permit is good for 10 years. If conditions change and modifications to the permit are necessary, the MPCA may review and amend the permit.
