City of Northfield (Mill Towns State Trail construction) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the City of Northfield's construction project for Mill Towns State Trail segments D and E in Dakota County.
The City of Northfield proposes to construct and expand an underpass for the Mill Towns State Trail under the Canada Avenue bridge's crossing of the Cannon River. To protect the trail from flooding, construction will include grading and the permanent placement of fill material into 0.105 acres of wetlands. Construction will impact 124 linear feet of the river.
To mitigate the impact to the river, the city will fund the creation or restoration of 0.210 acres of the same type of wetland in the same watershed as the project. The existing water quality will not change and could improve after project completion.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
