City of Mayer - Wastewater Permit and Chloride Variance
We invite you to comment on the draft wastewater permit for the City of Mayer's wastewater treatment facility.
The City of Mayer applied for a reissued water quality permit for its wastewater treatment facility, which discharges to the South Fork of the Crow River. The facility is designed to treat 435,000 gallons per day.
The draft wastewater permit includes a new total phosphorus limit to address river eutrophication in the South Fork Crow River Watershed. To meet this limit, a compliance schedule is included in the permit to allow for construction of additional treatment units to meet the limit as soon as possible. The permit also includes new total sulfate limits to protect waters used for the production of wild rice.
The facility has applied for a variance from the total chloride water quality standard due to the cost of treatment. The variance still requires the facility to comply with interim limits, to investigate and minimize chloride sources, and to submit annual progress reports detailing prevention and reduction actions taken over each year.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
