City of Duluth (Lakewalk trail improvement) - 401 Water Quality Certification
We invite you to comment on the draft 401 Water Quality Certification for the Lakewalk trail improvement in Duluth.
The City of Duluth proposes the installation of multiple armor stone revetments and concrete retaining walls along the Lakewalk trail to stabilize the trail’s existing slope, provide the public safe access to the Lake Superior shoreline, and protect the trail from waves. The project will increase resiliency and reduce the potential of future, similar damage to the shoreline, infrastructure, and the Lakewalk trail. Nothing will be discharged, and no work will occur in the waters of Lake Superior.
A 401 Water Quality Certification is required when an individual, business, or property owner proposes construction-related activities near a navigable lake, river, stream, or adjacent wetland. The MPCA reviews projects to ensure they will not violate Minnesota's more protective water quality standards. The 401 certification becomes an enforceable component of the associated federal license or permits issued under the Clean Water Act.
