City of Kerkhoven - Wastewater Permit & Chloride Variance

We invite you to comment on the draft wastewater permit for the City of Kerkhoven 's Wastewater Treatment Facility.

The City of Kerkhoven has applied for a reissued water quality permit for its wastewater treatment facility, which discharges to County Ditch 61. The facility is designed to treat 150,000 gallons per day.

To be consistent with statewide monitoring policies, the draft wastewater permit includes a schedule for increased monitoring of five-day biochemical oxygen demand, total suspended solids, potential of hydrogen, fecal coliform, and phosphorus.

The draft permit also includes new limits for phosphorus, chlorine, and chloride. The facility can meet the new phosphorus limit now, but it will not be able to meet the new chlorine and chloride limits. The draft permit contains a schedule to add equipment to achieve the chlorine limit.

The facility has applied for a variance from the chloride water quality standard because the facility is not currently designed to treat wastewater to meet the proposed chloride limits. The variance still requires the facility to investigate and minimize chloride sources and meet the proposed chloride limits within 15 years after the permit is issued. For the chloride water quality variance, as required by Minn. R. 7050.0190, subp. 6, the Commissioner has scheduled an online public meeting for July 9, 2024, starting at 6:00 p.m. and ending after the presentation and questions (approximately 45 – 60 minutes). The meeting will be recorded and available upon request.

Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
