City of Okabena - Wastewater Permit
We invite you to comment on the draft wastewater permit for the City of Okabena's wastewater treatment facility.
The city of Okabena applied for a reissued water quality permit for its wastewater treatment facility. The facility is designed to treat 31,000 gallons per day and discharges to Okabena Creek.
The draft permit includes a construction schedule for a facility rehabilitation project that involves regrading and relining the ponds and replacing structures, piping, and riprap. The project also includes the addition of a boat ramp for adding chemicals and installing an underdrain. Following completion of this project, the facility will be designed to treat 30,800 gallons per day.
The draft permit contains two phases of limits for five-day carbonaceous biochemical oxygen demand and total suspended solids. Phase 1 limits apply to the existing facility. Phase 2 adjusts limits down based on the proposed reduced secondary pond size.
The draft permit includes a compliance schedule to comply with final total chloride limits as soon as possible, but no later than 10 years after permit issuance.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
