Malteurop North America in Winona operates a barley malting plant. The facility’s produce emissions from its grain handling and storage equipment, grain cleaners, boilers, heaters and roasters.
The draft permit reissues the facility’s air quality permit and authorizes installation of barley bagging and roasting equipment. The draft air permit limits and requires monitoring and recordkeeping for sulfur usage and barley throughput. It also requires monitoring and recordkeeping for control and collection efficiency, as well as pressure drop of control equipment.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
