Harris WWTP - Wastewater Permit

We invite you to comment on the draft wastewater permit for the Harris wastewater treatment facility. The City of Harris applied for a reissued water quality permit for its wastewater treatment facility, which discharges to Goose Creek. The facility is designed to treat 121,000 gallons per day.


The draft wastewater permit makes slight changes to the limits and monitoring requirements for carbonaceous biochemical oxygen demand and mercury, adds a new phosphorus limit, and adds a requirement for sulfate monitoring. The draft permit also requires the City to update its mercury minimization plan and to submit an enhanced nitrogen management plan.


Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
