Cumulative Impacts Working Sessions: Analysis contents and substantial adverse impacts

The MPCA is working to implement a groundbreaking new law to remedy Minnesotans’ disproportionate exposure to pollutants. The law defines environmental justice areas and requires the MPCA to conduct a rulemaking process to address the cumulative impacts of pollution during permitting processes. 

  

On May 13 and May 20, 2025, the MPCA held two identical working sessions for the cumulative impacts rulemaking. The purpose of the work sessions and this opportunity for public input is to provide a more in-depth presentation and continue the discussion on draft concepts for the content of a cumulative impacts analysis and substantial adverse impacts. We are looking for your input on these important concepts as we continue to develop the rules for cumulative impacts analyses. 

 

Initial proposed concepts are based on: 


  • Research, two public working sessions and a community survey on datasets to be included in the data tool
  • Co-learning webinars on other cumulative impacts programs across the country and contents of cumulative impacts analyses
  • Discussion with the MPCA’s Environmental Justice Advisory Group
