We invite you to comment on the draft air quality permit for Sofidel America in Duluth.
Sofidel America manufactures tissue paper in Duluth. The facility produces emissions from a recycle pulp mill, two boilers, and a paper machine for manufacturing bath tissue, paper towels, hard wound towels, and napkins.
The draft permit reissues the facility’s air quality permit and authorizes the construction of two emergency generators. The draft air permit limits particulate matter, volatile organic compounds, oxides of nitrogen, carbon monoxide, and sulfur dioxide emissions. The draft permit also requires monitoring and recordkeeping for volatile organic compounds, sulfur dioxide, and opacity.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
