Spring Grove Wastewater Treatment Facility - Wastewater Permit
We invite you to comment on the draft wastewater permit for the Spring Grove's wastewater treatment facility.
The City of Spring Grove has applied for a reissued water quality permit for its municipal wastewater treatment facility. The facility is designed to treat 378,000 gallons per day and discharges to an unnamed creek that flows into Bear Creek.
The draft wastewater permit includes a new limit for trichloroethylene, which could potentially contaminate wells in the area through groundwater. The permit contains a compliance schedule that will provide the city five years after the permit is issued to plan and make required changes to meet the trichloroethylene limit.
The permit also contains a construction schedule for the city to move the location of the facility’s discharge point into the unnamed creek.
Water quality permits - or National Pollutant Discharge Elimination System (NPDES) permits - establish specific limits and requirements to protect Minnesota's surface and groundwater quality. Permits are regularly reviewed and updated as they expire, allowing the MPCA to incorporate new information about the impacts of pollutants on the environment in future permits. Permits are enforced through a combination of self-reporting and compliance monitoring.
