Subject: 2025-2027 Triennial Standards Review of Minnesota’s Water Quality Standards
The Minnesota Pollution Control Agency (MPCA) invites public participation in the 2025-2027 Triennial Standards Review (TSR) of Minnesota’s water quality standards (WQS). These standards are used to assess the quality of the state’s lakes and streams, set regulatory limits for permitted discharges, and serve as non-regulatory benchmarks for managing contaminated materials or cleanup goals.
What is the Triennial Standards Review?
The federal Clean Water Act requires states to review their WQS every three years and update them as necessary. This process involves evaluating existing standards, proposing amendments or revisions, and identifying new standards to protect water resources. The TSR allows for public review and comment on all topics in Minnesota Rules (Minn. R.) chapters 7050 and 7052.
The review is also an opportunity for the public to:
Provide new information on modified Class 2 and Class 7 waters with potential for higher use designations.
Comment on WQS variances granted by the MPCA.
The MPCA’s work plan for 2025–2027 includes both ongoing rulemaking projects and future initiatives still in development. A detailed description of the work plan and project timelines is available.
