Boat wrap stewardship plan

Minnesota is the first state to establish a product stewardship program for boat wrap. Under the law, boat wrap producers must form or designate a stewardship organization, become members of that stewardship organization and operate under an approved stewardship plan to collect used boat wrap in the state. The Commercial and Industrial Flexible Film Recycling Organization (CIFFRO) has been identified by producers as Minnesota's boat wrap product stewardship organization and recently submitted its draft stewardship plan.


CIFFRO's draft stewardship plan describes how it will address the following elements in the law:


  • a list of all producers participating in the product stewardship program and a list of all brands of boat wrap included in the product stewardship program
  • certification that the product stewardship program will accept all discarded boat wrap regardless of who produced it
  • a description of methods by which boat wrap will be collected in all areas of the state
  • a discussion of how existing marinas, boat storage establishments, and sites designated as recycling centers will be considered when selecting collection sites
  • a description of how the performance of the collection and recycling program will be measured, monitored, and maintained
  • the names and locations of collectors, transporters, reuse facilities, and recyclers that will manage discarded boat wrap
  • a description of how the program will reimburse or otherwise cover the costs of project partners managing discarded boat wrap
  • a description of how discarded boat wrap will be safely and securely transported and recycled
  • a description of the methods that will be used to separate and manage nonrecyclable materials attached to boat wrap
  • a description of the promotion and outreach activities that will be undertaken to encourage participation in the boat wrap collection and recycling programs and how their effectiveness will be evaluated
  • the annual performance goals established by the MPCA and discussion of how the performance goals will be met by the program
  • a discussion of the status of end markets for collected boat wrap and any additional end markets that may be needed to increase the use of post-consumer recycled content in new products.


The MPCA will hold an online public meeting in late April or early May to provide an overview of the draft stewardship plan and receive public comments.
