Worthington Public Utilities generating plant - Air Permit

We invite you to comment on the draft air quality permit for the Worthington Public Utilities generating plant.

Worthington Public Utilities owns and operates an electric generating station providing power during periods of peak demand. The facility has seven reciprocating diesel engine generators with a total electric generating capacity of 14 megawatts. The engines use only ultra-low-sulfur diesel.

The draft permit reissues the facility’s air quality permit and does not authorize any construction or new emissions. The draft air permit limits nitrogen oxides and sulfur dioxide by restricting the amount of fuel used. The draft permit requires records of fuel usage and requires testing, monitoring, and recordkeeping for nitrogen oxides, sulfur dioxide, and carbon monoxide.

An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
