Valero Renewable Fuels produces ethanol at its facility in Welcome.The facility produces emissions from its grain handling, fermentation, distillation, drying, and loadout operations.
The draft air permit adds a replacement conveyor, updated monitoring requirements for an existing thermal oxidizer, and updated operating conditions based on recent performance testing. The permit limitsemissions and requires testing for particulate, volatile organic compounds, and hazardous air pollutants.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting.
