Dem-Con HZI Bioenergy (Shakopee) - Air Permit
We invite you to comment on the draft air quality permit for Dem-Con HZI Bioenergy in Shakopee.
Dem-Con HZI BioEnergy will build a new facility in Shakopee that will produce renewable natural gas from anerobic digestion of organic waste, compress the gas, and send it to a pipeline. The material left over from the digestion process will then go through a pyrolysis process to create biochar.
The draft air permit authorizes construction and operation of the facility. The draft permit limits particulate matter, sulfur dioxide, nitrogen oxide, and several hazardous air pollutant emissions from pyrolysis and combustion of the syngas created from pyrolysis. The draft permit also requires performance testing and continuous monitoring for several pollutants from the pyrolysis combustion process. Emissions from the pyrolysis process will be controlled by a cyclone, activated carbon injection and fabric filter system, and liquid scrubber before venting to the atmosphere. A flare will control emissions from the anerobic digesters when they create gas not suitable for the pipeline during startup, shutdowns, or malfunctions.
An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
